Terms of Service
These Terms of Service (also called the Terms of Use) apply to the WITNESS personal-safety app and to this website, together called the "Service." The Service is operated by Lara Steinauer, an individual and sole proprietor, under the trade name Quiet Part Loud ("we," "us"). Quiet Part Loud is a trade name, not a separate legal entity.
Effective date: October 14, 2026.
By creating an account or using the Service you agree to these terms. If you do not agree, do not use the Service.
1. WITNESS is not 911 and makes no promises about help
WITNESS does not replace 911 or your local emergency number. If you are in immediate danger and are able to, contact emergency services directly.
We do not guarantee that any alert, notification, text message, phone call or other message will be sent, delivered, seen or acted on. We do not guarantee that anyone will respond, intervene or send help, or that any response will arrive in time. The Service depends on things we do not control, including your device, battery, signal, location services, app permissions, other people's devices and settings, and third-party services such as mobile carriers, Google Firebase and Twilio.
2. Who may use WITNESS
You must be at least 16 years old. People aged 16 and 17 may use WITNESS on their own.
3. Your account
You sign in with a phone number that is verified with a one-time code. You are responsible for the information you provide, for keeping your device and your Safety PIN private, and for activity under your account. Email us at hello@witnesssafetyapp.com if you think your account has been misused.
4. Safety Circle and Emergency Contacts
You can invite people to your Safety Circle and, within it, choose Emergency Contacts. Only invite people who know you are doing so. Do not use WITNESS to harass, threaten or pressure anyone, to enroll anyone in alerts without their agreement, or to send alerts that are not genuine. Each person decides for themselves whether to accept an invitation and whether to receive text or call alerts. We may limit, delay or suspend alerts to a person, or suspend an account, if we see repeated or abusive use.
5. Safety Circle notifications are not Professional Monitoring
These are two different things.
Safety Circle notifications tell the people you chose that you sent an alert. They are delivered through the app and, only when you have chosen them and each recipient has agreed, by text message or automated call (see section 6). Nobody employed or contracted by us watches or responds to your alerts as part of Safety Circle notifications.
Professional Monitoring is a separate layer of WITNESS and is not yet publicly available. For Emergency and Medical alerts, and in some cases when an I Feel Unsafe or Walk With Me alert is escalated, WITNESS can place the alert in a Professional Monitoring queue. A monitoring operator authorized by us may then take the alert, view information about it described in the Privacy Policy, message you in the app, ask your permission to receive audio or video, call you through our phone provider, add internal notes, and mark the alert resolved. Professional Monitoring is not emergency services, does not replace 911, and does not guarantee that anyone will respond, how quickly, or what the outcome will be. We do not promise that Professional Monitoring will be staffed at any particular time, or that an operator will contact emergency services for you.
6. Text messages and automated calls
Text and call alerts are not yet publicly available. When they are, they will be optional, will be turned on separately for texts and for calls by each person inside the app, and will be described in detail on the SMS & Calling Consent page, including message frequency, rates, and how to reply STOP or HELP. Agreeing is not a condition of using WITNESS. We do not send marketing texts or calls.
7. Your information, location and recordings
When you send an alert or start a Walk With Me, you ask WITNESS to share your name, the alert details you choose and your live location, and where you have turned recording on, to record audio and in some cases video, with the people described in the Privacy Policy. You give us permission to collect, store and transmit that information for that purpose. Laws about recording differ by place, and you are responsible for using recording features lawfully.
8. Acceptable use
Do not misuse the Service, interfere with it, try to access it without permission, send false alerts, or use it to break the law. We may suspend or end access for any of these.
9. No warranty and limits on liability
The Service is provided "as is" and "as available." To the fullest extent the law allows, we do not warrant that it will be uninterrupted, timely, secure or error-free, and we are not liable for indirect, incidental or consequential damages, or for losses caused by delayed, failed or blocked alerts, messages or calls, or by the acts or failures of other people or services.
10. Changes, suspension and ending
We may update these terms and will post the new version here. If a change affects your text or call alerts, we will ask for your consent again before sending under the new terms. You can stop using the Service at any time. To ask about deleting your information, see the Privacy Policy.
11. Governing law
These terms are governed by the laws of the State of Oregon, without regard to conflict-of-law rules.
